Fishing is a strange thing. See, the fish have an instinctive knowledge of what they want and need, and the water responds directly to the laws of physics. You might actually be surprised to learn that these times are not always the times that a lot of folks believe they are.
The early morning is a pretty good time for you to find fish who might bite during the summer time. After all, the water is warm without being too warm, and the fish have plenty of cover and they have finished their spawning cycle. You just need to make sure that you start out before sunrise, so that you can get them during the best time of the day (which only goes until mid morning). Of course, the beginning of sunset until it gets dark is also a very good time to find your fish, provided they have not already gorged themselves on the abundant food that the summer time provides them with.
Of course, a very similar set of rules also presents itself during the afternoon and the early evening during fall. In this instance, the fish can not get enough, since they are working to put on weight for the winter season yet to come. In this case, you would do well to look for schools of prey fish, where the bigger fish are bound to show up at some point to snack.
